Cold climate and frost

Northern and mountain jurisdictions often pair sand-filter discussion with longer drawdown allowances or moderate SHWT separations. Coastal plains and high water table

Where manuals specify relatively shallow SHWT separation, sand filters and infiltration-related practices are often constrained by clearance to groundwater. Matrix entries at 12 inches include Chesapeake, Virginia; Raleigh, North Carolina; Maine; Montana DEQ; and New Jersey (chapter proxy). Karst and sensitive groundwater

Karst-related guidance in the matrix is sparse for sand filter as a distinct practice. Texas Edwards RG-348 lists SHWT separation of 48 inches among site-wide parameters where sand filter may be discussed alongside other BMPs. A karst-specific numeric baseline for sand filter design is not yet established from Tier A extractions alone.

Arid and semi-arid

Arid jurisdictions show wider spread on WQV depth and drawdown. Las Vegas lists WQV 0.37 inches and drawdown 72 hours with SHWT 24 inches; Flagstaff uses WQV 1 inch, drawdown 24 hours; Albuquerque GSI specifies drawdown 96 hours and SHWT 36 inches. Denver (WQv 0.6 inches) and Los Angeles / Caltrans-related entries (72–96 hours drawdown) further illustrate low-rainfall sizing context rather than a unified arid sand-filter spec.

Open issues

Nearly half of scanned Tier A manuals lack extracted values for each site-wide field (WQv depth missing in 45 of 76; drawdown and SHWT missing in 38 of 76), so consensus reflects mentioning jurisdictions, not full national coverage. Extracted numbers are labeled site-wide and may come from general BMP or pond chapters rather than sand-filter-specific sections—committee discussion should not treat them as adopted filter media depth, underdrain detail, or maintenance frequency. No matrix fields capture sand bed thickness, filtration rate, underdrain spacing, or pretreatment requirements; practice-specific numerics for sand filter are not yet established. Extreme drawdown values (e.g., 4 hours in Florida FSESCI Tier 1, 120 hours in Mississippi) and SHWT up to 120 inches (San Diego) widen ranges without clear tie to sand filter alone.
