This Volume provides specific, detailed stormwater quality and quantity design and performance criteria for SWM systems regulated by the District through the ERP program authorized under Part IV of Chapter 373, F.S.

Section 1.0 Introduction

Unless otherwise specified by previous Agency permits, criteria, or Appendix A to this Volume, a 25-year, 3-day storm event shall be used in computing off-site discharge rates.

Water quality treatment volumes and pollutant load-reduction requirements are set forth in ERP Applicant's Handbook Volume I; Volume II adds SFWMD-specific retention/detention criteria (e.g., commercial/industrial projects provide a minimum of 20% of the AH Vol. I load reduction in a retention BMP; exfiltration trenches sized for AH Vol. I water quality requirements exfiltrated over one hour prior to overflow; treatment volume in retention/exfiltration systems is not discharged to surface waters).

Commercial or industrial zoned projects shall provide a minimum of 20% of the load reduction required by AH Vol. I in a retention BMP or a separate containment system designed to prevent discharge.

An acceptable historic peak discharge analysis typically consists of generating pre-development and post-development runoff hydrographs, routing the post-development hydrograph through a detention basin, and sizing an overflow structure to control post-development discharges at or below pre-development rates.
