For projects which serve exclusively agricultural, forest, conservation, or recreational land uses, a design storm with a 10-year, 24-hour rainfall depth with SCS type II distribution ... shall be used. For projects which serve all other land uses, a design storm with 100-year critical duration rainfall depth with SCS type II distribution ... shall be used.

Section 3.2 Design Storms

Water quality volume method
Minimum State water quality treatment requirements are those in statewide ERP Applicant's Handbook Volume I; Volume II requires all systems to recover treatment volumes within 72 hours (retention may use only percolation and evaporation; detention with filtration needs a safety factor of two). Quantity retention in closed basins is post- minus pre-development runoff for the 100-year critical event (max one-day duration). Flood storage recovery: one-half of total volume within seven days and total volume within 30 days after each design storm.

All stormwater management systems must be designed to provide minimum State water quality treatment requirements as set forth in Applicant's Handbook Volume I.
