Priority Projects must mitigate SWQDV or SWQDF via LID- or treatment-based BMPs. SWQDV: infiltrate or treat runoff from the 24-hour 85th percentile storm (local rainfall record), or WEF/ASCE maximized capture volume, or volume of annual runoff achieving equivalent treatment to the 85th percentile 24-hour event. County of Fresno drainage standards (pre- vs post-development 100-year runoff volume difference) are noted as more stringent than the 2013 MS4 Permit for areas not covered by the FMFCD Master Plan. Projects discharging to the Regional Stormwater Management Basin System meet LID/treatment requirements via the regional system.
