Do not increase the post-development total runoff volume for all storms equal to or less than the 2-year/24-hour event.

Water quality volume method
Volume Control Guideline 1 (CG-1): do not increase post-development total runoff volume for storms ≤ 2-year/24-hour. Volume Control Guideline 2 (CG-2, sites ≤1 ac without storage facilities): capture first 2 inches from new impervious; permanently remove first 1.0 inch (reuse, evaporation, transpiration, infiltration), with at least 0.5 inch infiltrated where possible. Water quality performance goal: 85% reduction in TSS and total phosphorus loads and 50% reduction in NO3-N solute loads vs. post-development land use.

Stormwater facilities shall be sized to capture at least the first two inches (2") of runoff from all contributing impervious surfaces. At least the first one inch (1.0") of runoff from new impervious surfaces shall be permanently removed from the runoff flow
