Flow-based BMPs sized using WQF = peak discharge from the 2-year storm via the Rational Method (Q = CIA).

WQV = (P*RV*A)/12 ... P = 90th percentile precipitation depth (0.60 inches) ... When 'I' equals the rainfall intensity for the 2-year storm event, Q2 = WQF.
